Our naval and air forces provide our nation the capability to help deter our near-peer adversaries and quickly respond when deterrence fails. However today both those services are the oldest and smallest they have been since WWII, and the trend–and risk–is increasing. How did we get that way, what are the implications, and what can we do about it?
